I actually find it highly annoying that a noisy family (literally 4 metres opposite my house) would keep their windows open in all weathers, lights on permanently, yet not consider curtains necessary. Incidentally, I once lived on benefits for about 5 years - a nasty cold flat with nothing but white cider and the occasional joint to keep me going - but I was never a noisy, rude or inconsiderate neighbour. We've strayed from my original comment somewhat...
